Video8 is analog so you'll need an analog / digital converter. Some MiniDV camcorders have a passthrough feature which will do this - you connect the AV sockets on the camcorders and plug the MiniDV camcorder into the PC's firewire port. Failing that, you could try a dedicated converter such as the Kworld DVD Maker, the Pinnacle Dazzle or a generic model you can get it most electronics shops. If you want the best quality, have a look at the Canopus ADVC range.
f you have a Mac, you simply plug the DV cable into the firewire port, import the clips into your computer. Edit the clips into a movies or chapters of footage. Then use iDVD to burn a DVD.
You should be able to do the same with equivalent software and hardware capability on a PC. If you cannot find those tools on PC, then it is the time to buy a Mac, because all Macs are bundled with such capabilities for free. By the time you upgrade your PC to match the Mac, you might have already spent too much.
